Having taken the time to look back about what Andrew originally asked for, it seems that we had crossed wires. I was thinking over what most of the worshippers would worship a cult in as as opposed to a few magicians and adventurers. The source for my far too concise post was Sandy's post on the Kralori view of Gods (Robert Macarthur has it converted into HTML at his web site) in which the Kralori smile at the bandits and give them what they want but the Bandits suffer horrible misfortunes.

The comment about the State theurgists was because somebody needs to tell the Gods what should be done. The State Theurgists perform rites at specially sanctified areas to communicate with the gods to tell them where to send the stabbing spirits etc. This is good from the Kralori point of view because it enhances state control over the Hearts and Minds of the masses without the spiritual pollution (imagine having to call upon say Malia and dealing with a Priestess?)

This is a different thing from learning magic from the two penn'orth you proposed. That is similar to how I view the wealthy and/or urban Kralori doing most of their magic. They would then avoid having to perform ceremonial magic at a sacred site.

>Initially I thought that maybe all urban Kralori are

Beware Lunar Snobbery. I suspect the amount of Illumination is roughly the same (2% of the population).

>In the Mysticism articles RQ Digest #216-219 it was
>suggested that most Kralorelans get Divine Magic by use of the Ceremony
>(Deity) skill Ch'i, (in the knowledge that each so-called "god" is an
>emanation of the Cosmic Dragon.) Cults function primarily for the few
>specialist initiates (who probably claim descent from their deity) and to
>teach their Ceremony and Cult Lore skills.

Still trying to get a handle of this. This would seemingly make Kralori mysticism better at getting divine goodies than Theists. I suspect that the act of gaining Divine magic via mysticism is long and involved compared to theisim.
