I'm sure that Shang-Hsa was intelligent enough to order Rock Inscriptions to be defaced with 1' chisels to stop people reading them.

And even if he did burn them all, he didn't destroy the memory of what was actually said. In case the 'Fahrenheit 451' reference slipped you by, think of how the Library was saved in 'Small Gods'. Most of the recovered documents in Kralorela via this method.
