By the start of the hero wars, there were no active temples or shrines to Orlanth. Even Whitewall (in the heortlands) had fallen. But Argrath had very fortunate timing; just as he was getting to Sartar Tatius's blunder wiped out most of the Lunar army in the kingdom. The fugitive orlanthi lords/priest leapt out of hiding with whatever relics they had hidden & re-consecrated the temples unopposed by the moslty dead Lunar army. By the time the Empire could host a new force, Sartar was free and Orlanthi again. The Heortland was not far behind....
