No creature can live of its own waste products. So if the elves do eat their own manure then they would be have to be refecting like rabbits (which eat food gone through the digestive system once). Personally I would attribute such a practice to the rabbit hsunchen or to the Vadeli (who do it because it's repulsive).

As for eating another species' manure, check out the unicorn tribe. I doubt if there is sufficient intestinal flora in most spiece's feces to make it worthwhile for the Elves to consume such.
