Sure. And the Lunars would have spies about trying to learn the locations of secret shrines and upcoming meetings. Lots of these would be bribed locals. Have fun.

Oh, my. Dr. Suess is(was?) an author of children's books in th US. His stories were all about fantastic worlds and creatures. They are quite funny and written in rhyme. Almost all have heavy moral messages: fighting prejudice, listening to others, disparaging war.

One of his best is "How the Grinch Stole Christmas". The Grinch was a nasty old monster who lived high on Mt. Crumpet. He hated the noise the Whos down in Whoville made every Christmas, with their toys and celebrations. So one year he dressed up like Santa Claus, tied a deer antler to the head of his dog Max, and hitched him up to the sleigh. Then he went into town and stole all the presents, decorations, and feast food.  He even stole the candy canes from little Cindy Lou Who while she slept.  Back on Mt Crumpet, he waited for the Whos to wake up and start wailing.  But insted he heard them all sing their happy Christmas songs anyway... you get the point. So the Grinch's heart grew three sizes that day, and he returned all the goodies and joined the celebrations. (The real winner was Max, who wound up with a happier master.)

The Gloranthan parallel is Tatius, who holds all th cities and towns of Sartar, trying to figure out how the Orlanthi can worship without temples, relics, priests, big sacrifices, etc. I don't know if Tatius has a dog.

Find some Dr. Suess. He's great.
