One thing, I don't think that Windlords or Storm Priests would really be in trouble. The books only say that you have to have 10 points of divine, but we all pretty much assumed that one of those was Sanctify, and another Worship Orlanth. So, the biggest problem would be getting out during the curfew that the Nasty Lunars would throw up on the High Holy day, and getting to some place they wouldn't get interuppted. And getting back divine? Like I said, all you need is a basement with a lock and Sanctify. (Though a nice breezy canyon would be more appropriate) I guess the biggest problem would be getting everybody togethor for the Big Ceremony.
One thing I did in my game is say that the Lunars play up their "open arms" acceptance of the Orlanthi. (Win hearts and minds, etc.) BUT, if a Windlord attacks the Lunars, he suffers the conseqences. And MOST of the Windlords are ATTACKING the Lunars. Therefore, most are wanted or dead. Storm Priests that talk up resistance etc probably disapear also....so finding a priest for the High Holy day might be kinda tough (adventure hook) Since they are all out in hiding, and Lunars are hiring Orlanthi to sell out their brothers, etc...
