Embarrasing - my name gets invoked and I draw a total blank as to which emperor was responsible. My guess is Shavaya, the emperor of Splendour, though.

As to this cofe/tea thing, I can only add:

Tea is sediment and furthermore the cause of the fall of the bri^H^H^H lunar empire!

And continues with an analysis of Islander military capacity which I have nothing at all to object against.

In fact I don't quite see what point I'm missing. Of course the Islanders are worthless fighters on land, or even in a boarding action. But their ships are superior - yet. The Vorumai haven't discovered the naval prerequisites Sandy mentions, so this far they have only conquered the neighbouring islands. If they try to venture further in force they will meet the Haragalan tallships sailing circles around them and reducing their ships to smoking wrecks. Now if someone provided the Vorumai with naval technology on par with the Islanders', _then_ the Islanders are up shit creek. (Which is exactly what the characters in my campaign unknowingly have helped doing).

However, as I see it, there is still an equilibrium between these two cultures since each is strong where the other is weak (in military matters).
