RQ IV v2.0 and RQ:AiG

I've been browsing through the various archives which are available on the Internet, looking for RQ IV information. From what I've seen, I assume that RQ:AiG is the latest version, and that it is indefinately on-hold. I've also seen indications that RQ IV v2.0 is available in an electronic version. Are my assumptions about RQ:AiG correct? If RQ IV v2.0 is indeed available without violating copyrights, how would I go about acquiring it?
