This is a highly logical reason for the KoW's original success and form. I believe that by now, the KoW has evolved beyond its original purpose and has become incarnate War. No doubt the Elder Races still think they'll be able to stop it before the war spreads to them. At least if they cooperate. After all, on the rare occasions when the Elder Races work together they've ALWAYS succeeded.
