Revolution. This is a one-use ritual spell performed at a holy place or temple. The points keep stacking up all over the land until there are enough to trigger a rebellion. It takes hundreds or thousands of points to do this -- the exact number varies with the size of the land. A rebellion against a local knight wouldn't be so hard, but an Empire-wide rebellion vs. the Red Emperor would take quite a while to create.
Naturally, this spell is banned by every governmental body in existence, which doesn't stop it being cast. You can see why Lodril is scary to the forces of authority
