The connection is muddled up by the fact that the East Islanders think of Dragons mainly as a Kralori thing, and of dragonewts as just another weird critter from one of the isles. There are occasional traces of draconic philosophy and lore in the myths and real ancient stuff in the East Isles. Not much on the surface.

Yes, a whole archipelago of them -- actually only four islands, but still they are considered a major force. They are viewed as pirates and are a major asset to Haragala, as ships from islands who have joined the Haragalan trade empire are immune from dragonewt attack. Everyone realizes the dragonewts are Haragalan allies, but "officially" Haragala denies this.
