OK, so the local Windvoice won't curse your neighbor for you, and your neighbor really needs a good cursing. That's when you go to the local Eurmalian (who won't care), or Kolating shaman (who already hates him because he always volunteers to fight Kolat in the Year's End ceremonies), and get someone else to curse him. Every cult is independent already; why do you need magicians independent of cults if cult-bound magicians serve as well?

So in Orlanthi society when you can't get the support of the official Orlanth hierarchy you go to Eurmal who loves to make trouble and doesn't give a rat's ass about piety. Or... go to the Kolating shaman who resents the whole modern-day emphasis on priests and temples. Or... go to the local acolyte of Ty Kora Tek or Maran Gor or Black Fang and have them handle the dirty work.

That said, I agree that there are independent magicians; they are known as sorcerors and everybody distrusts them. If you are a magic worker in the west, particularly, and you don't wear the robes of a Whyte Wyzard, then you are shunned and likely to be persecuted. whoah!
