Glorantha has no magic? URH?

What on earth do you call "magic", if not "religious ceremonies and prayers"? Can you prove that magic MUST be secular or not "at least divinely sanctioned"?

Please define magic adequately in such a way as to agree with currently accepted definitions among scholars of the area and in such a way to specifically exclude divine acts? The currently mainstream school of Christian theology excludes divine acts from magic, but that is certainly NOT the model used by RuneQuest.
