        This was only the case after the ecumenical convention in How The West Was One. The official Rokari doctrine was always not to Tap at all, not even non-sentient beings. At the moment, (assuming the ecumenical convention didn't happen yet or happened differently), the churches have the following positions on Tap.

BORISTS: tap Chaos only.
CARMANIA: tap freely.
CASTLE COAST: My version implies that only members of the Peasant class can be Tapped. This probably also includes domestic animals. GALVOSTI: tap non-Malkioni only.
HRESTOLI, ROKARI: tap no thing.
SEDALPI: May not Tap POW. In any case, only non-humans may be tapped. SYANORAN CHURCH: only bishops may Tap, and they only do so to certain convicted criminals.
VADELI: "We never Tap anybody at any time. It is forbidden by the Law." VALKARI: may only tap non-chaotic fixed-INT beings, or certain non-chaotic sea creatures. May NOT use Tap POW, or Tap INT under any circumstances. May not eat the flesh of a Tapped animal.

MY THEORY ON THE BORISTS
        They originated during the Gbaji Wars, clearly, and were originally an anti-chaotic order.

        It is my belief that the Borists today are a secretive order, which rules no important state (even by Safelster's puny standards). Over the centuries, their aassociation with chaos combined with their oppressed status has corrupted and transformed them. Today, Borists are as likely to be chaotic as not (though more are not). They actually breed and raise chaotic creatures to use as Tapping fodder.

        I believe that the Borists today are torn between two impulses. One, to reinstate their ancient anti-Chaos dogmas, and become acceptable to the world. The other, to become the top, elite beings in a chaos-filled universe, all the world subject to their power. The outcome of the debate may split the Borists into two sects. or one faction may win the discussion. At the moment, I believe that the two groups of Borists are engaged in hot debate, and occasional combat and even assassination -- a "wizards' war", so to speak.
