Why? The Feathered Queen is of the Kerofini _Temple_ which implies a relationship with the mountain, cf Arim the Pauper meeting Sorana Tor at the base of Mt Kerofin. Having the FQ of the KFT as a daughter of the FHQ misses the fact that Kerofin is not within either Tarsh's or the Grazer's territory but that of the Tarsh _Exiles_. (Act of Union, anyone?). So how can a daughter of the FHQ become Queen of a totally different people to be used for diplomatic marriage purposes?
Furthermore your solution does not explain why Arim gets to be King of Dragon Pass and why Illaro does not (repeat as desired in a metcalfian manner) which are surely relevant in deciding what it takes to be King of Dragon Pass?
