Well, that's what I get for trying to be constructive... In any event, a primer can hardly be a prerequisite, or no one (outside of formal schools) would ever attain Illumination (and there would be significantly fewer red faced storm bulls).
I think that requiring such a primer is to seriously undervalue the complexity of the imperial civil service, and to make the occupation autoilluminating seems far more elegant than lists of riddles.

I often wonder if it would be possible to turn the Reaching Moon network back on itself. Subvert a few temple spirits and use them to reverse the flow of lunar energy. Hopefully we could induce a sort of positive feedback leading to a destructive overload at Glamour. Of course, the cure might turn out to be worse than the disease...
