Smuggler Cult

I'll concede that a separate smuggler cult may not to be everyones taste.

However my players do enjoy intrigue and hidden agendas. (They are pirates involved in Hazia smuggling) I'm sure they will enjoy discovering that their operations are opposed by a new sub cult rather than a routine one they have already encountered. They may even seek help from the mainstream Issaries ....

There are already in existence other minor cults which add colour to the game. Why not allow GM's another option?
