Having 90% on a bunch of skills does not prove loyalty. These requirements are part of the section "Convincing the Examiners", in which cash donations also increase your chance of acceptance.

Clearly, these "requirements" are imposed by high ranking human worshippers, who control access to the cults secrets. A cynical view of Glorantha might be that the "god" has no control over who gets to become a rune lord!

(In my interpretation, the true requirement for becoming a rune lord is being "like your god"; the list of skills is a crude approximation of this)

In a campaign I was in, a heroquester obtained from Humakt, a book in which he had recorded all battles ever fought. It was rather large, and difficult to carry out of Hell...
