Shargash is not chained in Alkoth but is kept asleep by the prayers and sacrifices of the Buserium IMO. Check out the description of the Black Sky in the GRAY under Vanyoramet.
Personally I think 'Shargash' is awakened by causing the planet to become excited. This takes the form of a planetary wide dust storm that obscures the features of Shargash. During this time, the followers of Shargash are extremely manic to the point of being maniacs.
