Two possible answers.

  1. The Broos were hired as mercenaries on the principle that it is better to have them allied to you rather than opposed to you.
  2. The Broos are being 'herded' in the general direction of the lunars by the Praxians.

Saying that the Elves can't string bows because it is making and thus heresy implies that Elves actually give a shit about God Learner philosophical theories, something which is not proven IMHO. So long as the material is organic and they have cast food song on it, the Aldryami don't see any problem IMO.

Plunder did mention that copper tipped arrows were grown. I imagine that the elvish swords, spears and plate armour are made from leaves and thorns from similar plants.
