Orlanthi farmers are not medieval peasant farmers. Most are also warriors. Those quashed by the Lunar boot like the Orlanthi in Tarsh will have less warrior magic due to fact that there main cult is probably Barntar and I am sure full Orlanth temples are few and far between. So whats the problem.
