But the inactive disease spirits can still infect others, shed minor spirits to infect places, etc. Worship of Malia protects only the worshipper and so doesn't equate to a cure.

To throw another pebble in the pond:
The Lunars may even rever Malia - disease does, after all, run in cycles, whether in epidemics (boom and bust) or individual cases (recovery and relapse). Perhaps Lunar healers would control these cycles to the benefit of their charges, but they should not eliminate something which presaged the changing face of the Goddess.

Lunar biological warfare would be a simple reversal of their normal healing skills.
