Great question!
  1. I would imagine that the attraction to the Lunar Way for the Orlanthi _is_ somehat less than it was for Pelorians, given that the Sartarites already had a fair bit of social freedom. Could be some of the trouble the Lunars are having in Sartar...
  2. The Lunar Way would be attractive to any folk who don't have much opportunity in the present system, no matter where they are. (Jeff Richard even pointed out how it might be attractive to even Heortling thanes). But it might also be appealing to Sartarite thralls, Oasis folk, abused men and women, Sartarite bondi, or anyone looking for an extra edge. The Lunars (Teelo Nori in particular) are good at helping the hopeless find hope.
  3. Don't underestimate the seductiveness of the cosmopolitan and mystical aspects of the Lunar Way. Not only do the Lunars bring roads, scholars, travel opportunities, and new thoughts and opportunities, but their priestesses (even the ones with great bristling black beards), talk of ways to trancend the old gods. There will always be people who find new thoughts intriguing.
