Yes, but this is a misleading statement without the context: all Orlanthism "percolated" out from Dragon Pass. LM was just along for the ride, part of the pantheon. As he does in other "primitive" areas, he acts as land-transfer-rememberer and recorder of dynasties, rather than all-around sage.
