The floor in the sky realm is the Sky Dome -- a crystalline barrier with holes in it (which are visible as stars). Unless you buy the Doraddi theory, which is that the stars are the lit cigars of dead heroes.

The ceiling of Hell is the World Ocean. Dead stars are visible in it. The barrier between the air and sky is the Sky Dome. The god of Hot Air is, of course Joerglanth. Or possibly Metcalfhor Mhy.

floor in hell?

Not exactly. The barrier is actually beyond the mountains bordering Hell, where various fortresses hold back the Outside. Try not to think too hard about the 3-dimensional form of Glorantha, because it doesn't make sense in that way. It's the same principle whereby Glorantha is a "bubble" inside chaos, but there is no chaos "above" the Sky Dome.

If it helps to visualize this, picture Glorantha as warped through the fourth dimension.
