Actually, (as has just been the subject of an overly long discussion on the rules digest) STR is based on the logarithm of the force that can be exerted. An undine with STR 72 has 40 more STR than the horse at 32, so it is 2**5 times stronger, that is 32 times as strong.

Even smaller undines are technologically destabilizing, in that one of them (a fairly small investment in craftsmanship and magic) can do as much work as the largest water mill complex ever built in the Roman Empire. This really will change things.
