The "re-appearance" you speak of happens in the real world of Glorantha. Since the LBQ was performed at least 4 times successfully (two by Harmast, one by some Ralion Orlanthi and one by Argrath) by mortals and the Devil didn't "re-appear" except in the LBQs. Facing the Devil in the LBQ is something entirely different from the "re-appearances" that section of KoS you refer to.

Uhhh...The Red Moon Goddess is NOT part of the compromise. She was made AFTER time started and thus could not possibly have been part of the agreement that created time. Any Gloranthaphile will tell you that. If anything, the presence of the Red Moon threatens the Compromise.
