Lots of interesting answers to this one so far; I thought I'd give my God Learnerish opinion (following Wyrms Footprints):

Darkness, being the first element, holds the most secrets. It is these secrets that inspire fear in others -- the threat of the lurking unknown. Water and Earth also have a fair amount of fear power (e.g. Wachaza, Magasta, Ty Kora Tek, Gorgorma, etc.), as they are also older. The Air and Sky powers came late, so they had few secrets. Some of them stole secrets and became fearsome, though (e.g. Storm Bull?).
