Some quick thoughts on Lunar occupation of Sartar

The Lunars claim some sort of religous and moral high ground with their worship of the Red Goddess.
At the same time they are unwilling to propose those arguments without introducing an army into Sartar.

Satarite rebels resisting the Lunar invasion. does have parallels in the RW e.g. Ireland. Terrorists/Freedom Fighters opposing the Govt/Invaders.

The Lunars have a problem in fighting Rebel action though. Suppose Rebels, ambushed and killed a Lunar patrol, and then dissappeared into the hills.

Whom do the Lunars punish? Reprisals against innocent citizens whilst satisfying to the Lunar troops is dangerous politically and morally.
How can the correctness of the Lunar way be demonstrated on absent perps. Reprisals on the populace will only serve to harden resistance.
 If Sartarites are killed by Lunar justice in an attempt to flush out rebels, this is bound to have limited success.
As all Orlanthi know the correct behaviour will result in your afterlife being spent in heaven. A matter of behaviour being more important than survival. Opposing the Lunars is a holy mission.
