In my Orlanthi exile based Prax/Pavis game, I have used a lot of ideas similar to Sandy's suggestions. The scenario where they cooperated with Count Julan (the Good Lunar) to save the life of Sor-Eel (Bad Lunar) because he convinced them it was in their interest to stave off Lunar reprisals worked very well. They were convinced, but they hated it.

Take it from me - there is nothing your Orlanthi fanatic PCs will hate so much as a Good Lunar. Now that my Orlanthi PCs are starting to fall that little bit deeper into the IRA route (they are backing another PCs drug smuggling venture in return for intelligence) they will undoubtedly soon start to hate the Good Lunars (primarily the Coders) even more. And cool moral dilemmas like this are one of the best parts of roleplaying.

        Cheers
                David
