Elmal's Fire powers

In "the Birth of Elmal, or 'why i screwed up your Glorantha'" Greg talks about the orlanthi sun as the Sun of Life and the Friendly Sun, which i'd say means that Elmal has powers of heat and fire, and in KoS Elmal gives 'blessings upon the earth, good barley crops, healthy horses and winter protection' which could be problematic if he had lost his fire powers.

KoS says that Elmal does not have Sun Spear, which fits, because he is not a martial god, even though he is a guardian.

I'd give Elmal the basic spells Earthwarm, Bless Horses, Sunripen, Enhance Gustbran and Mahome and Suppress Mahome. To give him a gurdian power i'd say he has Reflection as well which must be cast on a golden shield to be effective, and the initiate must take the geas 'always stand a double watch'.
