In the RW myths about unhistorical gods, as opposed to legends about historical heroes, are timeless. Within a given myth things happen in order but myths don't happen in order and can be contradictory or even lacking in internal consistency. For example why is Dennis the Menace still a kid even though the Beano has being going for 60 years?
The God Plane is the place where myths happen. So time works just like in myths: inconsistently if at all.
Apparent order is in the eye of the beholder not in the myth.
Myths and (according to TotRM #7) the GP change over time. Historical events take on mythical shades as the precise details fade from memory: the claim in TotRM #3(?) that Sheng Solaris was the first mortal is a good example. In my Brolian campaign Time started after Arkat not the LBQ because memories of earlier events aren't sufficiently clear to put them in historical order.
In reality Myth ends and Time begins not because some god was born but because people can remember the order of events after a certain point.
Talking about time before time is silly. Of course there was time in
Glorantha 1700 years ago. This is irrelevant (unless your campaign is set
in the Great Darkness) because heroquesting is a very different thing to
timetravel. A heroquester is not going into the past they are going into
the consensus -memory- of the past and that is something completely
different.
