No. We have clear evidence (though damned if I can remember where at the moment) that compared to the GLs Arkat was a model of restraint. It was the violation of Arkat's First Law of HeroQuesting ("Nothing without humility and respect.") that caused the worst excesses of the God Learners. They deliberately raided the Arkati for their secrets and destroyed them to free themselves to go raiding the GodTime.
