The trouble with this theory is that most of the Orlanthi lived in regions that were well out of the range of the God Learners like East Ralios (where the God Learners were hard pressed to hold down Safelster) and Dragon Pass (under the rule of the EWF) If you changed the name to Worlath (which is the western name for him) then you could quite amply describe the beliefs of the storm barbarians of the Umathelans which was under God Learner rule. Unfortunately I don't think the Worlathi cult are all that similar to the Dragon Pass Orlanthi.

As I understand it, the basic Orlanth cult was known in the Grey Age Heortling Culture and was refined during the World Council Period (as the result of Lokaymadon and Harmast's efforts). Orlanth almost certainly was worshipped before this but I do not think that he was the _only_ storm god of the Vingkotlings.
