There are three main propoganda sources.
The first is the Ministry of Truth which is housed in the Temple of Glamour (Runes: Moon, Harmony and Illusion). This is responsible for all the imperial propoganda issued within the Heartlands.
The second is the Temple of the Reaching Moon at Mirin's Cross. This exists to co-ordinate the spread of the Lunar Way within the Provinces. As such it is theoretically responsible to the Ministry of Truth but it is packed by cronies from the Sultanate of Sylila and so is practically independant.
The Western Reaches has its own propoganda bureau under an official known as the Shah's Lip. This has caused the Southern Orlanthi to suppose that he is a Krarshti is for some strange reason. The loyalties of this organisation are obscure.
In any case, the practice is the same. Written Documents drafted at the highest levels are sent to all offices detailing the truth, the whole truth and nothing but the truth. At each office, the news is delivered to the populace sent out by broadsheets, criers and agents spreading rumours. Furthermore, each section official has considerable lattitude in issuing documents on his own initiative (or the inititive of whoever pays him).
