You are correct. However there is a sentence IIRC in the Rulebook that states that the God tells the Priest whether the apostate has broken faith.

I believe this to be the case. However more powerful runespells are available to inflict divine retribution (Sunspear, Thunderbolt, Sever Spirit etc).
