Whence the source for Yelm the Youth equals partial citizenship? The half-citizens aren't members of Yelm the Youth as that position was created _before_ there was a cult of Yelm. Although it's an interesting question of what exactly the social structure is like within the Lunar Empire.

The system Valare Addi grew up under is derived from the Lendarshi system which is not the same as the system under Khordavu. The Dara Happans would have returned to the old system under the Yelmgathic revival but how the citizenship would have functioned under the Lendarshi is something I'm not going to pursue here.

There are the ten worker gods who follow their lord Mohenjarus. I don't think these are solely rural in scope even if their father is believed to be Lodril. If they desire more spiritual satisfaction then they could always join the Lunar Way or the mystery cults (ie White Moon, Nysalor, Heretics of Vitality, Church of Immortality).
