I don't think Sun Domers or Solar pantheon worshippers would make use of a sun dial. The shadow would be what they would see pointing out the time. For those who have heard the story of Ratslaff pointing out Yelm's shadow you all know that this was a major source of disorder (by merely looking Lodril picked up the rune of Disorder). Thus, I find it hard to believe that a worshipper of the solar pantheon would turn to a form of disorder for the time. I am more convinced that they have some system of judging what position the sun has in the sky and telling the time by that (ie. "I will meet you for breakfast when Yelm clears Vrock Rock.")
