He has his immortal downpour at Skyfall Lake. Do you want any of this in cultivated lands?

My point about the Heartlands being somewhat dry is their extensive use of irrigation. With Oslir River Farmers, this is used to cultivate (gold-coloured) rice, of course, but the Lodrili lands of the western Sultanates (Doblian, Oronin) which are big on maize might require some irrigation, more so recently because of the too mild winters.

I am fairly certain that Lunar Heartland cities will need aquaeducts to provide drinkable water for their citizens. Which might cause some guerilla water wars between urban water officials and farmers robbed of their irrigation sources just when they need them most, during dry spells.

(The Romans had a special official, the curator aquarum, whose responsibility was a steady flow into the city. One of these, Frontinus, wrote a book "de aquis Romae", and Vitruv (another Roman author) used an entire volume (#8) of his work "de architectura" on aquaeducts etc.)
