One already exists. The City of Men in Fonrit. They have special magic which prevent the Female from soiling their fair city - even to the extent that the mosquitos do not bite. They are a major state in Fonrit and so I suppose they don't use magic to procreate but rather have their women dwell outside the city walls and visit them infrequently while they engage in pious pursuits within.
There is also the mythical land of Eskerdoth in Peloria where the men are gay and the population maintained by immigration.
