Partly true. The *dress* kilt (the skirt-only style) was invented by an English factory owner. He did so because the kilts that the Scottish workers wore kept getting in the way. The ``great'' kilt (the huge length of fabric that the Scots used as a kilt, cloak, and even blanket) was not.
