You have the historical event correct here, but, I believe, the wrong reason for the historic revisionism. Remember that CHDP was most likely written by a grazer. I believe that before the grazers came, it was literally death for any human to settle in Dragon Pass. The story about the Grazers being pain centaurs that were divided was a mythic story that
was heroquested to be made (mythically) true to allow them to bypass the curse. They were aided in this mythic restructuring by Ironhoof, for his own enigmatic reasons. A side effect of this, however, was a weakening
of the curse that eventually allowed other humans to move in.

I do very much like you idea for the development of the Sun Dome Temples,
however.
