Perhaps orthodox Orlanthi see Orlanth as king of the gods, who does not accept any higher authority."

Perhaps only certain aspects of Orlanth are decreed dead? Orlanth Rex would have to go, but Orlanth Good Husband, Adventurous, Thunderous, etc. could remain and might fulfil positive roles in Lunar provincial society and theology. I would envision the Imperial decree being directed against "Orlanth the Usurper, pretender to the title of King of the Gods".
