We are fairly left in the dark about Belintar's true intentions. If he is a quester from the future who somehow came back, he might have had a need to replace the old Only Old One system with something different. He certainly had his own considerable magical powers which would have been "wasted" had he been content with fulfilling the "son of Argan Argar and Asrolia" role.

I am somewhat convinced that Belintar returned to prepare the Opening. RQ Companion states that it was the climate of widespread creative HeroQuesting incited by the recurring Tournaments of the Masters of Luck and Death which finally gave rise to powerful individuals like Sartar or Dormal. Both Sartar and Dormal were instrumental in preparing the Hero Wars, at least by providing the opportunities to fulfill the prophecies.

Yes. _IF_ it was an office, one by a troll holder of that office, the other by a non-troll holder (likely a human).

There is little we know about pre-Return to Rightness Western HeroQuesting. It might have been involved with parallel celestial and mundane effects...
