IMO a confusion on the part of Mike Dawson or more likely his Gloranthan alter ego classifying the Stygians, or an attempt to make the famous leaders of the anti-God Learner uprising reborn or re-summoned companions of Arkat. The latter would be a Belintar-like stunt, and seems out of time for the 1050ies, so I tend to regard the text as born from confusion.
