I'd think that headhunting in Far Point is practiced mostly among the Tarsh Exiles, who still adhere to the old Maran Gor-y ways of their lost homeland. They often take the heads of enemies and raiders (and the odd stranger) and put them on stakes near the borders of their clan lands to dissuade people from messing around on their territory.

We also have, if we are to believe RQA#5, the Engoli headhunters who worship O'tyan. Weird fellows, those.
