I think the discussion is more along the lines of Praxians using Broos in their tribal warfare against each other (as implied in the River of Cradles under the Broos description). The Moonbroth issues is a different matter (IMO), as it was a time of desparation and the Praxians were essentially sending Chaos against Chaos lovers. So far, I haven't heard an explaination to my liking as to why it Praxians would use Chaos creatures against each other. The best explaination so far was given by Stephen Martin "Lunar propaganda -- they'll say anything to discredit their foes". Like that one. It means they aren't really using the Broos, the Lunars are just spreading rumors that they are - fits both my thinking of the Lunars (expert propagandists) and Praxians (no way they would use Broos, but so alien/unknown to others that outsiders would believe they would).
