Greg has emphatically said many times that Sartarites don't use dogs, which is why I am certain the Sartarites are doomed to economic privation and eternal hardship. In fact, failure to keep dogs is probably an indirect cause of their loss of literacy in the fouth age! (Why not?)
Dogs are wonderful at herding sheep, but are not much used in herding goats. (Goats behave a bit differently.) Perhaps the Sartarites keep a sort of wooly goat, and call it a sheep? (The two are closely related.)
Fortunately, most other Theyalans do keep dogs, and Pelorians (clever people that they are) are quite fond of them.
