I can only say that I disagree with such a radical change -- the entire point of the Spirits of Law is that they are the only remaining link the Praxians have to Waha's original anti-chaos role. This role is deeply rooted, in both Prax and in print, and I don't think it can or should be so casually thrown off.

Storm Bull already has enough cool anti-chaos stuff, for him the Spirits of Law are pretty much superfluous -- they are pretty weak, after all.

Since they are spirits of Waha, not Storm Bull, they are definitely not known to followers of Urox. Nor, I suspect, are they available to the greatly changed or debased versions of the Waha cult found in Peloria and (IIRC) Ralios.

Since the spell seems to affect Physical Attacks only, I would say that you could cast it, but it would have no effect.
