(Ok, so I'm a RQ2 fan, and never did cotton on to RQ3)

I once ran a non-G RQ2 campaign where one of the major cultures (Lead by The knights of the Business Round Table) had an army that was almost completely magic less, but the vast majority of the troops had iron armour and weapons. I figured that it was a close call for most people as to whether Magic or Iron was more useful, and they gave the average (non-runelevel) PC a serious run for their money in an average combat.

I threw in some Mages (using something-like-but-not-exactly - -the-same-as RuneMagic) At a battalion Level, and as an army they were a credible threat. Add in the fact that they were very big on technology and efficiency,( and cost cutting, performance incentives, and user-pays) and the magic using culture was having problems.

The biggest problem was lack of common magical healing, but that meant the players could hope to win against more efficient and better equiped foes in small numbers.

If the non-magic users have a gimmick like lots of Iron, then that can help (though I can see every brand new rune level trying to go and hunt some down :-)
